São Paulo, Brazil has banned all forms of outdoor advertising in their city. No more billboards, neon signs, ads on taxi cabs, etc.

This Boing Boing post has a link to a whole flickr set of images of São Paulo with the ban in effect.
I'd love to see some photos of the city in another year, once folks have had a chance to take the frame-work for the ads down as well. Free speech issues aside, from some of the pictures, I'd say you can already see an improvement.
